In search of PM with 10th Group experience: In addition to the roles and responsibilities outlined below, the PM will need to be onboard in a full time capacity during proposal preparation (mid Oct – November). The proposal requires an oral presentation and the PM will be the main presenter during this presentation. During proposal presentation the PM will act as an AFRICOM subject matter expert (SME) for the proposal writing team. The PM will also work directly with the Parsons; orals coach to prepare for the presentation schedule for November 2019. The contract is expected to be awarded in January 2020 and transition will start immediately.
Position Overview: The AFRICOM OPTS PM provides direction and management for this large scale OCONUS project and ensures on-schedule completion within or below budget in accordance with contractual obligations. The PM is responsible for the scope development, scope management and performance of the project across all 10 task areas to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Must be familiar with the all task areas and the AFRICOM mission set.
Specific Responsibilities: Responsible for day-to-day management of overall contractor support operations involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates planning and production of all contract support activities across all task areas. Supervises, coordinates and delivers across the follow task areas: Program and Project Management Support; Strategic and Operational Analysis, Planning, and Engagement Support; Cyberspace Analysis and Support; Information Operations (IO) Support; Steady State Influence Platform (SSIP) Support; Logistics Support; Training Support; Exercise and Assessment Support; Mission-Enabling Support
Experience and Qualifications: AFRICOM AOR experience is a must. Special Forces experience within the AFRICOM AOR is a plus. Must have highly relevant experience in managing complex multiple facets of technical efforts. Must be capable of leading projects that involve the successful management of multidisciplinary teams who have been involved in analyzing, designing, developing, integrating, implementing, training and maintaining complex multi-faceted efforts across a COCOM. Experience in the following areas preferred: 10th SF Group; AFRICOM; EUCOM; SYOPS; Nation Building; CUOPS; FUOPS; Security Assistance and Security Cooperation Program; Joint Electromagnetic Spectrum Operations (JEMSO); Training Support; Logistics Analysis and Operations; Steady State Influence Platform (SSIP) Support; Information Operations (IO) – TSC-SCI required
